Peruvian anarchist and former director of the National Library of Peru.
He studied Law at the University of San Marcos.
He is best known as a political agitator who questioned the social and economic climate of his time.
He came from a wealthy, well connected Spanish family.
He was a close friend of politically active writer Clorinda Matto .
